As far as I recognized in past we were using standart years. |

If You think about contry-chart then:
#1 Yes, you can but better is manduka-dasa of D11.
#2 Fix the establishment of constitution, and one chart is for 144 years, then You must draw new chart if You want to time day-to-day political events (using Jhora its easy). |

Would Vimshottari dasha (with 120 year cycle length) be applicable in the case of Mundane charts like the chart of a country?
